How to get permission to create branch for contribution?

How to get the permission to create a new branch for a contribution?
The contribution guide denotes that for a contribution one may create a branch. However it looks like one has to be whitelisted to create a new branch.

PS: Is there a branch naming convention? I noted some "bug" and "refactoring" prefixes.

Pull request can be created from a forked repository.

1. Fork the repository.
2. Create a branch with your changes.
3. Create a PR on the original repository by selecting the fork and the branch on the fork..
