Expose buildRecoveryTxForBackupSigning and finalizeRecoveryTx on AbstractEthLikeNewCoins so ETH-like multisig recovery (isUnsignedSweep) can be driven step-by-step with external KMS signing instead of duplicating sendMultiSig calldata and EIP-1559 tx logic in AWM.
