What

The repo had no CI workflows at all. This adds a minimal, trivially-correct syntax lint: php -l over every plugin PHP file on PHP 7.4 (the declared minimum in readme.txt) and 8.3.

Deliberately no test suite invented — the plugin has none. This just guarantees a syntax error can't land on main while the wordpress.org submission (#2) is pending.

Verification (local)

• All 3 PHP files (oilpriceapi-widget.php, includes/class-shortcodes.php, admin/class-settings.php) pass php -l
• Workflow YAML parses cleanly
• The exact shell loop from the workflow was run locally and exits 0
