This commit adds a blog post containing a contextualized call to action (CTA) for the community of practice (CoP) established by M-Lab and Giga to review the quality-of-experience (QoE) design document we collaboratively wrote.

The design document itself is available as a separate pull request at unicef/giga-mlab-school-connectivity-cop#9 and describes additional measurements to better characterize the connectivity of schools beyond ndt7 metrics.

Caveat: this commit links to the design document URL that will exist once the above-mentioned pull request is merged. Merge that PR first. Until then, the design document link is a 404.
