Pull request overview
Updates top-level contributor-facing documentation to reflect the repo’s current build/runtime baseline and CI workflow naming, removing stale references discovered during code archeology.
Changes:
- README now states .NET 8 is required (instead of .NET 6) for cloning/running locally.
- CONTRIBUTING updates CI workflow references to
snapshot-verify.yml/snapshot-publish.yml. - CONTRIBUTING updates analyzer configuration reference from
analyzers.rulesetto.editorconfig.

It looked like there were some stale references in the documentation so I cleaned them up based on some code archeology. Please correct me if I'm off base with any of this.
