Adds Hardware-TCL (HTCL). A variant of TCL focused on hardware IP specification. Comes with language server, and an interpreter that uses the Vivado TCL interpreter as a backend.
Foundational work for having comprehensive vw projects that tightly integrate IP specification as maintainable code with the rest of the HDL workflow.
