ci: instant R2 sync of install.sh on release-side change#33

The live installer is served from R2, not git. When install.sh changes on main, poke the website repo's sync-install-sh workflow (via App-token repository_dispatch) so R2 updates in seconds instead of waiting for its daily cron.
